Canon 1

1First Canon of Abtilis: Let it be declared that bishops are not to be consecrated without the presence of a council of bishops, and the presence of the presbytery which is within that place. And let the chief one speak to those who are within that place, and let him command the people according to the counsel of his presbyters.
