Canon 34

1Abṭelis, 34. A bishop shall not ordain a presbyter or a deacon without inquiry. If he becomes arrogant and acts thus, or if it is heard above him that he has done this, except for the ordination of the people, he shall be deposed. And those who ordained him shall be subject to judgment.
